    Just to be clear, this estimate is not the result of any actual evidence, but just a standard multiplication of total revenue by .05. Using this methodology (if you can call it that), the fraud in traditional public schools is MUCH larger, simply by virtue of the much higher revenue for public schools.

    The Center for Popular Democracy discovered nothing other than the ability to multiply.
